Resolves: COMPMID-3671, COMPMID-3672

- Extend cl image support to f16 in CLGEMMMatrixMultiplyReshapedKernel
- Extend cl image support to f16 in CLGEMMMatrixMultiplyReshapedOnlyRHSKernel
- Change the interface of create_image2d_from_buffer
- Extend test
