LHS broadcasting addition for dynamic fusion

* Binary elementwise operator now can have broadcasting in either
  X dimension, Y+Z dimension, or both, in either LHS or RHS
  operand.
* Fix bug in CL code to support batching.

Resolves: COMPMID-5704
