Add per-channel quantization support for CLDeconvolutionLayer Add QSYMM8_PER_CHANNEL support on weight input for CLDeconvolutionLayer. When weights are per-channel quantized type "Direct" method is always used. Also reduce number of QSYMM8_PER_CHANNEL tests for NEDeconvolutionLayer.
