IVGCVSW-3370 Add broadcasting support to PReLU to properly run the Android VTS/NN
tests

 * Updated ConvertPrelu to support input broadcasting
 * Updated the BroadcastTensor utility function so that it preserves
   the order of the inputs
 * Updated the documentation
