IVGCVSW-7476 Remove ProfilingOptions from DelegateOptions.

ProfilingOptions is not used in DelegateOptions. Instead the parameters
are passed in through the RuntimeOptions. This is done in ExecuteNetwork
and TfliteExecutor.
