IVGCVSW-3554 Update workloads to pass Softmax Axis Parameter to Backends

 * Add check in CL and Neon to ensure axis is 1 otherwise
   return unsupported.
 * Edit CreateWorkload test and JsonPrinter test to ensure axis of 1.
