IVGCVSW-3219: Add QSymm16 support to the ResizeBilinear Reference workload
* Adds CreateWorkload and LayerTests for QSymm16
* Updated ResizeBilinearQueueDescriptor::Validate function
* Reimplemented RefLayerSupport::IsResizeBilinearSupported
