IVGCVSW-7159 Implement simple TOSA Reference Backend skeleton

 * Added files based on RefBackend
 * Added PreCompiled Workload skeleton
 * Increment ABI version of armnnTestUtils for CreateInput which had
   been left as pure virtual, added base implementation for it.
 * Add IsTosaLayerSupported() for Addition
