Add Resize Nearest Neighbour support to TOSA Reference Backend
* Add support for quantized data in TosaRefPreCompiledWorkloadGetOutput.
* Remove extra includes from all TOSA operators headers.
* Added positive and negative unit tests for resize.
* Resolves: IVGCVSW-7346
