IVGCVSW-3353 Add CL support and tests for SpaceToDepth

 * Added CL backend support for SpaceToDepth.
 * Enabled unit tests for SpaceToDepth on CL.
 * Renamed unit tests to make them type-agnostic.
 * Added QSymm16/S16 support to ClTensorHandle.
